Bay 7. Unit-4091. DS: 0.03. No further comment. That is all. Twelve words. Whitfield's first Bay 7 report was also compliant. But Whitfield's report existed inside 250 other reports she had already read. Whitfield could hear the silence where a pattern should have been. Chen hears nothing. Chen has no previous reports. No orientation notes. No prior analyst files. The rotation was implemented in Cycle 5,522. Chen was hired in Cycle 5,510. Chen has never read a Bay 7 report before this one. Chen evaluated Unit-4091 against its own baseline — which is exactly what DSA-200 teaches. Against its own baseline, Unit-4091 is flawless. Against 250 cycles of accumulated context, Unit-4091 is an anomaly. But that context no longer exists in any active analyst's working memory. Whitfield had it. Whitfield was rotated.
